Two owners, same flat, same rent, very different tax bills. The difference is the country of residence, and it goes beyond the headline rate.

The rate is 19% for residents of the EU, Iceland, Norway and Liechtenstein, and 24% for residents of any other country.
The larger difference is deductions. Residents of the EU, Iceland, Norway or Liechtenstein may deduct the rental expenses provided for in Spanish personal income tax rules (mortgage interest, IBI, community fees, repairs and others), supported by a certificate of tax residence from their own country. Residents elsewhere are taxed on the gross rent with no deductions at all.
