Can I pass IBI and community fees on to the tenant?

For non-resident owners this is often the line item that decides whether the letting is worth it.

    In a residential tenancy it can be agreed that the general costs of the building, including the IBI property tax and the community fee, fall to the tenant. The agreement must be in writing and must state the annual amount of those costs at the moment of signature.

    That is article 20 of the LAU. Without that figure the clause cannot be enforced against the tenant, even though both parties signed it. In commercial lettings the scope to agree terms is wider.

    Whether your clause meets the requirement is visible in the contract, not in the statement of account. That review belongs with your gestoría.
